It is upon you which university you want to get in.
In Delhi, many universities provide BJMC.
Few of them are:
Amity University
IPU
DU
Some other private universities too.
I have no idea about Lucknow.

Yes, you can do mass communication course without regular classes. You can do it through distance learning programme. Register for distance learning programme and take admission.

If you want to be a BA in English Graduate, thEn you should opt for Hindu college (DU North Campus) and for Mass Communication, I will suggest you to opt GGSIP University rather than DU.

Let me clear this, all the courses upto a certain level are having the same curriculum and there is hardly any difference in them. The best colleges you can opt for would be Whistling Woods International, Manipal University, etc.
