No, you cannot do Ph.D after Bachelors. You have to complete Masters and then you can do Ph.D. No college provides Ph.D after Bachelors.

Yes, you just you have to appear for the exam that ISRO conducts for vacancies in Masters or you can also appear for the vacancy that are posted for B.Tech students.

As per the UGC Norms, to become a lecturer at the university or colleges one must have the post-graduation and NET qualification certificate. The UGC NET is conducted for the determination of the candidates for the assistant professor at the university and JRF awards in research. If you want to be a lecturer, you need to qualify the NET examination. Although you can apply for the teaching in the high school or Diploma colleges.
