Yes the college does give preference to the score scored in various entrances including MAT. And yes, there are seats available for the students belonging to other states also.

To get seats in various institutions is based on your scores. You can apply for SIESCOM and wait positively because sometimes things will happen miraculously.

Yes, NIIT is good for MBA if you are from engineering field, otherwise work hard to crack CAT and you will get good colleges.
You can get admission in the below mentioned colleges:
1. FMS – Delhi.
2. IIITM- Gwalior.
3. TISS – Mumbai.
4. SCMHRD – Pune.
5. Christ – Bangalore.
6. PES University – Bangalore.
