Class 12th scores and pursuing MBA have no relation between them. If you are genuinely interested to do MBA, then only go for it. You can enroll in the integrated programme (BBA + MBA).

The answer would be based on your interest areas and long term career plans. Both the career are good. MBA done from a good college is a headstart but a career in LLB can be slow. Since you will appear for government exam, do law as it gives you power and authority, but remember that promotions may not be that fast.

Each financial Institute has their own norms for giving education loans. So you need to check with other NBFC / financial institutions and seek the loan. If it is not approved, you can approach a bank for educational loan.
