Only some institutes provide MBA admission on the basis of Diploma + Experience in related field like UPES. I would suggest pursuing a Bachelors course 1st so to have more options.

IIMS provide MBA and PG courses that are meant to be pursued after graduation. You haven't done graduation, hence you are not eligible.

Technical background doesn't have much influence on the subject you want to choose. You can choose any subject that has your interest or if you are not sure then proceed with regular MBA. Logistics, HR and Finance are some popular courses that students pursue. You can get information about colleges here:

I think, it is the fee for 2 years. As other courses are around the same. INR. 1.55 Lacs should be the fee per year.

You can certainly pursue MBA through distance or correspondence. You can choose any branch according to your needs as there are plenty out there like Logistics, Finance, Oil and Gas etc. If you are looking for Shore job in the Merchant navy itself then Logistics and other related course will help. I would suggest taking a look at available options.
