It is very difficult to get a college with 20-40 percentile. You can get a Tier 3 college. I would suggest that you take the exam next year again and try to score better as it's not worth spending your money and 2 years of time in a college that is not going to give you enough returns.

I totally understand your situation friend. But there is nothing I can help you with. If there was any possibility I would have told you. But don't be sad there are so many good options (NIT-Silchar, MNIT-Jaipur and NIT-Kurukshetra). If there is any update regarding non-technical students admission at NITW I will surely let you know.

There are many entrance exams that you can give like MAT, ATMA, CMAT, CET, XAT, IIFT, SNAP, NMAT, etc. CAT is accepted by IIM's and most of the B-schools in the country. Similarly, SNAP for Symbiosis, XAT for XLRI, NMAT for NMIMS, etc.
