I can help u in Mba only,i don't hv knowledge in Mca.To get admission in tier-1 college u hv to score atleast 75+percentile in cat,85+percentile in cmat/mh-cet.College cutoffs also depends upon ur academic as well as extra curricular activities also.Best of luck!

Yes you can, if your backlogs extend your degree duration then it problematic otherwise if you cleared all the backlogs within standard degree duration then its fine
