Depends, you can get a BHMS degree for free too.
In private college fee structure ranges between 5-8 lacs.
This is only an approximation of fee as it changes from college to college.

Yes, CET is enough to get admission.
Other than this, you need to score minimum 60% marks in your 12th.

Hi Anshad,
The first and foremost difference is that if you do MBBS from India, you do not have to appear for a licensure exam to practice in India. Though this might change in the very near future as government is planning to introduce an exit exam for all doctors without clearing which they won't get a licence to practice in India.
If you do it from anywhere abroad and want to practice in India you will have to pass a licensure or screening exam of MCI.
Secondly, the quality of education differs not only across countries but within India it differs across various colleges. Not all colleges in India offer good medical education.

You are requested to contact the college authorities for fee structure. To give you an idea Karnataka CET students pay around Rs 50,000 per year. COMED-K students pay around Rs, 3,70,000 per year.

MBBS in Russia is good if your pursue it from a reputed universities. Many low cost universities lack the quality of education provided.
Russia is home to some top government medical universities which are recognised even in Europe.
Also ensure that you choose MCI listed universities only and complete the registration process at MCI before leaving the country.
