You can go to National Kausal Vikas Yojna Program where government provides free training to everyone. There, you can do pharmacy course for free. Your arts background won't affect there. Search Kausal Vikas Yojna centre in your state.

Biotechnology is still a niche area. Biotech is the best option among the above quoted options. Management in Health care will get you into Hospital/Medical sector. Whereas bio tech will get you more towards research based work.

Yes, you can go for MBA in Health Management. But, you already have Masters in science. So, Masters in business administration is not looking in line with the past record. If you have a keen interest in Business, surely, you can go for it.
