As per the CCH rules, You don't have any option of taking up a surgery course as that requires MBBS at least in India. You may look for various other options as compiled by one of the professors here:

The course fee will vary from institute to institute. For international students fee for the medical and related fields can range from Euro 42000 to Euro 60000 per year.

If you do get admission in India you can go ahead.
In USA, UK, Canada, Australia, New Zealand before you get in a medical program, students are usually required to complete a pre medical program. Overall it is expensive, takes more time and very competitive.
Indian students usually consider countries like Russia, Ukraine, China and Philippines.
