You may get admission in medical College with 309 score but it's not possible to get admission in any government college with such a low score. And though in a private college also there are many other factors also which are taken in consideration by the college's other than the score.

With 383 marks in NEET, it is unlikely that you will get admission for MBBS in any government college. The cutoff for MBBS in government colleges is usually around 500-600 marks. However, you may be able to get admission to a private college.
