Well panicking is not a solution to any problem.
As the rules says that you need to get your compartments exams cleared before counselling session & get passing marks & passing certificate which is quiet possible.
but for any unfortunate reason you do not clear exams. you can opt for open exam from NIOS and reappear for NEET UG the next year.
And as you have cleared NEET you are eligible for state counselling

NIMS University offers MBBS as an undergraduate professional course. The course has a duration of 4.5 years and a 1-year mandatory internship. The university has an intake of 150 students per year for the MBBS program.

BDS Cutoff for NEET 2023 is expected to 50 percentile for the general category. The minimum expected mark for acquiring a seat in top BDS colleges in India is 450.
