As far as I know @Shreya Mishra the full-time PGDM course from Welingkar is a AICTE approved course and with all other necessary validations.Though I hope the eligibility criteria list for NET/SET exam will further clarify your doubts.

N M College would be better if you are keen on cheap yet quality education as it is affiliated to Mumbai University and is a government aided college. N M College has best facilities. NMIMS is a separate university and fee for B.Com (Hons) 3 years ago was 2 Lacs per annum.

Hello,
It isn't a good choice for pursuing MS as neither it ranks among the top ten colleges across Mumbai nor is a reputed brand. I suggest you avoid it and aim for other well-known colleges.

As you said you are a class 12th commerce student. You can go for a Diploma course as per your area of interest. There are several Diploma courses available for short-term and long-term.
1. If you have an interest in travel and tourism related career then you can go for Diploma from IATA in travel assistant or ticketing staff and other. There are many options available you can visit them.
2. If you want to make a career in banking then you can go for Diploma in Banking and Finance from IIBF.
3. If you have a keen interest in computers then you can go with NIIT, Aptech, SAP or CMC for Diploma programmes.
