After locking the choices, you have to wait for the results of the rounds to come out one by one. When the results come out, you'll be notified by the CSAB system if you have gotten a seat in one of the colleges that you have filled in the choices for, and it will be according to the priority you have given the colleges. Once you get allotted a seat, you'll have to go the nearest reporting center to book that seat or neglect it and move on to the next round. And yes, if you don't get the seat that you want in a round, you can sack that seat and wait for a seat to be allotted in the subsequent round.

Yes, but only if you have the home state quota. This is because the home state cut-offs for various branches went as high as 103000 for Electrical branch and 107000 for Chemical branch. But if you don't have the home state quota, getting into this college is impossible because the other state cut-offs did not even cross 10000 category rank for OBC. Here is a list of all the branches with the cut-offs that you can get into if you have the home state quota: Electrical(107241), Chemical(107241) and Integrated M.Tech. Electronics and Communication(107241). ECE(89762) was also pretty close and you might have a chance of getting it.

I am from CSE branch so I can give you the data for the average and highest package for CSE branch only. The average placement has been around Rs.8 lakhs for the CSE branch, in the past year. The highest on-campus placement was for Drishti Soft Solutions Pvt. Ltd., which offers Rs.16.7 lakhs per annum and only takes 3 students each year. Notable companies that the students of CSE branch were placed in are Samsung R&D, Oracle Financial Services Software, SAP Labs, PayTm, SOCOMO Tech. (Jugnoo), Drishti, Snapdeal (in 2015), Quizizz. Note that these are all not necessarily on-campus placements.

Yes you can get into this college. You can get Electrical, Chemical and Civil here. If your AIR is 21922 then your category rank should be around 16500. The cut-offs for those branches were in between 16000 and 24000 for Other State General seats, in the round 4 of CSAB in 2015.

Yes you can get NIT Hamirpur. You might not get CSE but you can get Electrical, Chemical and Civil here. The cut-offs for those were in between 16000 to 24000 category rank for other state. If your AIR is 21600 then your category rank should be around 16000. Also, yes NIT Hamirpur is better than NIT Silchar and NIT Srinagar, based on the Times of India rankings.

If you have the home state quota then you will be able to get admission into this college because of the home state cut-offs for OBC going as high as 100000 during the 4th round of CSAB. Although, if you don't have the home state quota, getting into this college is near impossible for you as the admissions for other state quota end at 7000-8000 category rank, and that too is for the Integrated M.Tech. course.
