No. you will not get a government medical college with 357 marks in NEET 2023, even if you belong to the BC category from Tamil Nadu. The cutoff ranks for government medical colleges in Tamil Nadu for the BC category was 2800 rank (600+ marks).

The AIQ seats are reserved for candidates from all over India, excluding the respective state quota.
In the case of Punjab quota, your daughter's score of 672 should be considered for admission to medical colleges within Punjab. To secure admission to AIQ seats, she would need to have a rank that meets the cutoff set by the central counseling authorities.

AMU , Jamia Hamdard , Ayurvedic and Unani Tibbia College (New Delhi) are few top colleges for BUMS. It requires a high score. You can check if you can get into any decent college with good name and low fees.
Also you can plan to appear for next NEET with good preparation .

Kerala's rank will be 17% approximately of the all-India rank. So your all-India rank is 20000 so the Kerala rank might be something around 3000.

The cutoff for NEET is released along with the result or the scorecard. The NEET cutoff or qualifying marks vary for each category, which are General, SC, ST, OBC and PwD/PH. Along with candidates' scores, percentiles and All India Rank (AIR), NTA also indicates the Qualifying Status of candidates in the scorecard. NTA also released the NEET 2025 cutoff in the official notice along with the declaration of the NEET result. The qualifying cutoff for NEET 2025 is given below:
