Yes, all Indian students must appear for the NEET exam and secure the qualifying marks in order to pursue MBBS in Germany. Also, you must take up the TMS exam (Test for Medical Studies) to be eligible to pursue Medicine in Germany. You can also take up individual university entrance exam to pursue higher education in Medicine in a German university.

Yes, you can pursue your degree again as a private candidate even if you are already completed MA in that subject. Most open universities or distance learning programme institutions allow you to enroll in a second degree 

Study as a private or external student.

If you have not given NEET, there is no problem at all; you can still join the Medical Lab Technology (MLT) programme at Chandigarh University, and you know that the university doesn't even ask for it. If you want to do a B.Sc. MLT, then you must have 50% marks in 12th with Physics and Chemistry as compulsory subjects. For M.Sc. MLT, you need to obtain 55% marks in your graduation.
