No, there is no college under the University of Delhi (DU) that offers a B.Sc. in neuroscience, but DU does offer a concentration in cognitive neuroscience. This programme is a joint effort between the departments of Psychology and Biological Sciences.
DU does offer a variety of other B.Sc. programs, including:
B.Sc. (Hons.) Biomedical Science
B.Sc. (H) in Computer Science
B.Sc. (H) in Statistics
B.Sc. (H) in Microbiology
B.Sc. in Life Science
B.Sc. (H) in Mathematics
To be admitted to a DU B.Sc. program, you must pass the CUET entrance exam. After passing the exam, you must register on the Delhi University's Common Seat Allocation
