Sorry, but your rank is too high with 250 marks in JEE Mains paper 2.
300+ marks are considered for admission in B.Arch for NITs,There is no chance for NIT/IIIT or any government college.
So, you should try for any private college/university.

Yes, you can but to be certain, you will have to wait for the cut-offs to be released.

Go for SPA Delhi. NITC is not that great for architecture. The quality of education and exposure you'll get in spa Delhi is way better than what you'll get in NITC. The quality of education is good though. But placements are very few.

No, it's not hard see the gradation cutoff, in maximum colleges it is 55%. All you have to work harder for your entrance exam.
