Yes, studying thermal engineering at a college other than NIT or IIT can be a good option, provided the college has a good reputation and offers quality education in the field. While NITs and IITs are among the top engineering colleges in India, there are many other colleges that offer excellent programs in thermal engineering, with experienced faculty, state-of-the-art infrastructure, and industry collaborations.

There are many differences you can see in between normal engineering colleges and NITs and IITs. Here is one of them IITs have world-class faculty who are experts in their fields and conduct cutting-edge research. NITs also have excellent faculty, but their research focus may be less intense than that of IITs. Regional engineering colleges may have faculty members who are less experienced or may not have a research background.

It is not possible to determine whether you will get admission in NIR, IIIT, or GFITS based on your JEE Main percentile alone. Admission to these institutes is also dependent on various other factors such as your academic performance, category, availability of seats, etc. Therefore, you need to check the respective institutes cutoffs and admission criteria to SEE if you meet the eligibility requirements for admission.
