According to me I would suggest you to go for Kj somaiya for CSE since chances of getting placement is very high in this as compare to any lower NIT. And at the last of course it's very obvious that placement matters more than from which college you are graduated.

Nope, better to try the special round, in that round you may get metulargy or mining in surathkal if you are native of Karnataka. For other states it depends.

Yes, you may get NIT or IIIT in CSE but if you desire for popular ones than you must drop the idea of CSE but still I will advice you to go for the counselling and hope for the best. Best of luck.
