If your rank is 18000, you will get NIT and IIIT. I can't say about CSE but you will get other branches. Preferring VIT over NIT IIIT is what I feel is not good. You can even get CSE in other private colleges having more exposure to coding. Good luck.

Your marks are good according to your category since the cutoff is 45 only. Now talking about your chances of getting the seat, they are less as the margin between the marks and cutoff marks is low. You might get the seat in any NIT but I am not sure exactly in which you will get admission. I am sharing the link please check it:

The other top NITs include NIT Allahabad, Jaipur, Bhopal, Nagpur, Kurukshetra, Durgapur, etc. The best IIITs include IIIT Allahabad, IIIT Trichy, IIITDM Kanchipuram, etc. If you prefer CSE, ECE and IT, then IIIT is the best. I think for your rank, you may get Indian Institute of Information Technology Design and Manufacturing, Kanchi

It is good that you are looking forward to get admission in the top institutes of India, however, as per your marks you are chances are nil to get any NITs or IIITs, but you have come very close this year, so I will suggest you to take a gap and prepare well for the next year. All the best.

Congratulations on your success. Yes you have chances to get into top 15 NITs first of all find the NITs offering EEE course and then find the last year cutoffs trends and then choose institutions in the counseling list wisely.
