Counseling will start from the next day after the declaration of JEE Advance results. You can register on the JOSAA site for the counseling of NITs, IITs, IIITs, etc. and your state admission portal for other government colleges.

NIT-Warangal, both ECE & civil are core branches. Civil branch is good only at IITs, NITs and very good reputed government institutes. ECE branch is good at IITs, NITs, reputed government & private institutes. There are very fewer electronics industries in India. Most of ECE graduates placed in IT indrustrees. There is a very big market for civil engineers. A large no. of government jobs are available for civil graduates.

Yes, NIT does offer an integrated course of B.Sc+M.Sc.
