CSE field needs knowledge about computer programming languages and computer design and many more. Civil engineering needs knowledge about engineering drawings, constructions, etc. The choice is yours. In which field are you comfortable or interested more?
According to me, CSE is better.

Talking about best NIT Surathkal, NIT Rourkela, NIT Trichirapalli are the best NITs out there. Talking about the courses, it depends on you that which one you like the most or which one you can handle with ease. Try to choose core branch as has most job opportunities.

Sorry, but all NITs are mostly restricted to a CRL of below 60k at maximum. Above these, ranks are meant only for people to get eligible for Advance exam. With these, try to get into Private Universities or Colleges or Take a year drop to improve the scenarios. Thankyou.
