It is safe to get information, directly from the UGC. You will find there a list of unrecognised universities. Or else, visit the nearest Degree College and find out from them. You will find a list of universities which are fake, if you enquire at them.

Could you please explain why have you not got your degree since 2011? In case if you haven't successfully passed the course, you should will have to contact the college officials for the information, as they will be the right party to answer the same.

For Ph.D, you need to clear UGC NET. As soon as you clear it, you will be deemed eligible to do Ph.D.
