2.5% is deducted for changing stream and 2.5% is deducted for adding physical education in the best 4 subjects. So, total 5% deducted from your percentage and this percentage is checked against the cut-off released by DU. For more information, visit DU website.

You can do that but many colleges take maths as a compulsory subject for B.Sc CS. Check the requirements of the college you wish to go in.

No, you cant eliminate mathematics.
Eligibility for B.Sc Computer Science in DU is Higher Secondary (10 + 2) qualification from a recognised educational board with mathematics as one of the main subjects. A minimum aggregate score of 45% at 10+2 level.

DU always deducts 2.5% from you best four percentage of 12th. So in English (Hons), they will deduct 2.5%. For chemistry (Hons), DU take 4 subjects of your science stream (physics, chemistry and Maths) and one core language that is English, so, I think they don't take physical education. For computer science (Hons), they take one language subject + mathematics and two other academic/elective subjects.
