Hello,
I am afraid you have perhaps not raise your query fully. You are saying that can a normal B.Sc. Graduate apply for this. But you have not mentioned what is the meaning of the word. In view of this I would like to advise you to raise a fresh query giving what graduation you are doing and then asking the query in simple terms as do you want to do this can you do this with your qualification. As per your interest, Make the IIT Mumbai or IIT Delhi as the target and start your preparation accordingly. The 75% of marks in 12th with PCM are mandatory requirements. The admissions in IITs are based on the ranks obtained in JEE Advanced exam conducted among the JEE Main qualifiers. So First you have to complete the 12th but JEE Main preparation can be starts right now.
