10 to 15 lakhs is a tight budget, but there are a few institutions who have a fee structure under 15 lakhs.

Hi Tapasya,
You need to be at least 17 years old and should have qualified 10+2 with maths, chemistry and physics. Training to become a pilot is quite laborious and expensive. Before taking on the role of a pilot, you need to obtain a commercial pilot's license, issued by the Director General (civil aviation) http://dgca.nic.in/. Here are a few of the flying clubs in India:Indira Gandhi Rashtriya Udan Akademi, Rae Bareilly, Uttar PradeshBombay Flying Club, Mumbai, MaharashtraNorthern India Flying Club, Jallandhar, PunjabAviation Training Academy, Coimbatore, Tamil NaduDelhi Flying Club, New DelhiGovernment Flying Training School, Banga

B.Sc in aviation and CPL are completely two different ideology. You don't need to do the both and if you want to, then no one's going to stop you.

Goa not a good choice. Try Mumbai or Pune instead. But for ultimate career growth, go for USA or Canada if you can. But definitely not Philippines.

Well you need to have PCM in 10+2 level. Apply for various CPL institutions. Clear the medical tests. I would suggest doing it from Canada as it is cheaper than USA. Please for God's sake don't do it from Philippines as most Aviation Companies have blacklisted most of their institutions for malpractices. The cost would be around 24-27L in INR but once you get the admission papers in hand, trust me, banks will run after you to approve your loan. It won't be difficult to repay either. I would also suggest you to play Microsoft Flight Simulator, test me it will help you understand flight simulator in the later part of training. Be careful
