B.Tech Mechatronics programme provides engineers with multi-disciplinary skills. The programme is made after clubbing mechanical, electronics, computer and systems design engineering streams. The admission procedure differs with countries and also universities. Your budget is low, so you can check universities in Germany but they are too competitive. You must take IELTS, GATE or GRE. You must also check education loan options or you will hardly find any options.

Robotic is a multi dicipilanary branch where both concepts and understanding of Mechanical, embedded Electronics and programming is required. Generally students do either BTech Mechanical or Electronics and then do MS/ MTech in Robotic Engineering.
