Yes, but the university will eventually check your 12th percentage also when making a decision. You can check this website, it mentions the college names and scholarship amount for specific SAT scores. Please browse through the website given:

There is no set eligibility except that you must be a high school student. Vikas has already provided you the links you need to check for registration so please follow the website. Create your account on collegeboard website, pay the fee as and when you schedule the test. The international SAT fee is $45 + Non-U.S. Regional Fee, for students from India the Non-U.S Regional fee is $49. More information will be found here:

It is early to assess situation in US and name the exact locations or states or universities. Universities are still welcoming students, a welcome movement is on too.
Australia is gaining popularity. The living expenses are high, but for a student you will get affordable accommodation. New Zealand is another great destination now. Asia Pacific overall is a hub. Canada is too a favorite and its really affordable and safe. France and Netherlands are other choices.
