You have to start preparing the application one year before the class dates or intakes. You can take SAT and TOEFL after completing class 12th and apply during the same year. It is the following year that you will be enrolled.

For SAT, you need to register at collegeboard.org and for IELTS, following link will guide you further:
https://www.ielts.org
Once you register, you can choose the centres as per your convenience as they have several options available.

Admissions to Singapore University is completely based on academic rigor and SAT so you need to score as much as possible in both, ICSE and SAT. Other requirements can be accessed here:

There is no set eligibility but to take SAT or ACT, you must be a high school student as these tests are given to study Bachelor degree. For TOEFL, there is no such requirement.

You can take your SAT. Where do you want to study? Not every country requires the SAT. So, first, you decide what and where to study and then consider taking the SAT.

To study Bachelor degree in USA, you must take the SAT or ACT and TOEFL. If you don't plan to take these tests, you are not eligible to study in the States. You have to start the admission process a year ahead of the admission season. So, prepare accordingly and apply accordingly.
