No, you can't get admission to the B.Sc. in Biotechnology at Jamia Millia Islamia with a NEET score. Admission to this program is based on the CUET (conducted by NTA) or the JMI entrance exam. 

Eligibility criteria

You must pass Class 12 or its equivalent from a recognized board with at least 55% marks in PCM 

You must pass Intermediate with at least 50% marks from any board 

You must have Chemistry and Mathematics as your main subjects

With CUET score of 519 out of 800 and also belonging to  SC category you have a strong chance of securing admission to BHU's BA (Hons) programs. According to Previous years cutoffs for SC candidates in BA (Hons) Arts and Social Science were low around 234 and 263, respectively. Since your score is much higher you have high probability of getting admission at BHU.
