Dear Deepak,
The choice depends on meeting the financial obligation that you would be comfortable with. International education is recommended over domestic education owing to the practical exposure and international atmosphere that you get. Additionally, in your field, research activities are far more superior overseas. In case you have budget constraints look at NZ (tuition fee can range from 12-18 lakhs) or go for US if you can afford 20 lakh plus in fees. For NZ you need to clear IELTS. For US you will have to complete 16 years of education to apply and additionally take up GRE exam. Hope this helps.

You should choose that branch of engineering which you have interest in. Although, CSE/IT is the highest paid right now, you have to maintain a good GPA in college to get a good package. So to get a good GPA you should have interest in that field. Mechanical and Civil have good govt and pvt job opportunities. ECE from a good college also fetches a good package.

Hi. Dropping a year requires a lot of conviction, guts and focussed mind to succeed at the end. Drop only if you have no other good option available. And if you decide to drop, make sure you land in a very good college so that you can explain this decision to companies or admission officers in future if you plan to do masters.
