If the school or college you have applied for is ready to admit you without IELTS test then you do not require to take this test. Having said that, the schools which accept students without IELTS score may not credible enough, and based on that your Student Visa may be rejected by the consulate.
I would suggest you should take the IELTS test to avoid any kind of hindrance in your student visa.
If you don't belong to a native English speaking country then IELTS and TOEFL are basically needed to determine that you have sufficient English language ability to be able to participate in study and work related activities in those countries.

Hello Mehak,
If you have a good logical grip in language then go for some professional language course which is not in your academic and also emerging like android, IOS. Also cloud technology is one of the best for jobs.
Another is IOT in which you are able to learn basics in just 2 weeks and also beneficial if you want career a in embedded line.
If you are not good in programming then go for a short duration certificate course in testing.
