Here are the scholarships for Indian nationals at the University of Hertfordshire: there is none of scholarship covering 100 percent of the tuition fees for free study.
Chancellor International Scholarship is applicable for an undergraduate or postgraduate programme for a maximum £4,000 off tuition fees. Eligibility is determined based on academic merit (such as 60%+ in previous studies). UK government funded Chevening Scholarship can fully pay the tuition fee together with living costs and travel expenditures, but it is very competitive and specifically targeting postgraduate applicants with leadership potential.

Finding an Indian roommate at BSBI would not be a very big problem, considering the huge Indian student population in Berlin (over 20,000 in Germany).
BSBI has a vast Indian student community among its international students in business programs. Many platforms such as WG-Gesucht, Erasmusu or BSBI student forums regularly advertise Indian students looking for flatmates. Shared flat rents vary from €400-€600 monthly, per individual.
