To promote inclusivity and based on several concerns received from international students, the Irish universities may waive the IELTS test requirement for one or more of the following reasons:
Students have received their previous education from an English medium institution.
Students belong to a nation where English is a primary medium of communication.
Universities may also waive the IELTS test requirement on a case-by-case basis, considering the students.
Universities may also offer conditional offers to students who need to meet the English proficiency requirement before the start of their course.

IELTS exam is just a means of proving your English proficiency to the university and visa officers in Ireland. This can be done by taking standardised and internationally accepted English tests other than IELTS.
On the free education part, it may be possible for students a complete fee waiver and/or living expenses support by means of scholarship or merit provided by the Irish university. But studying completely free of any costs in Ireland may be highly unlikely as there may be some other one-time registration/maintenance/enrolment charges which may be minimal but makes the education some worth rather than being completely free.&

Yes, working part-time as a student in Ireland can be possible. This is because if you are already studying a degree course in Ireland, this means that you ahve proven your proficiency in the language both to the university and the visa officers. Hence, you are sufficient enough to converse in the language.
Since the IELTS test is not a necessary requirement to work for employers in Ireland, showcasing English language proficiency through alternative methods may prove advantageous. However, some employers might still require an IELTS score based on the nature of the job.
