Hi,
If you have completed M.Sc IT, applying to another MS degree will be very difficult. You can complete PGDCA or the first year of MS IT, this depends on the career outcome and the subjects taught. You have to tally accordingly, check if you want industry related course or want to go for research. You can also drop a few emails to the universities and find out their preference.

You can apply for Canada colleges, they accept 15 years of education and pursue a graduate certificate course. But you should have an extremely good academic aggregate to enter into Canadian colleges. After that, getting a PR in Canada is very easy.

Hello Utpreksha, It's very nice to know that you want to go abroad for your MS. it's great. You should know that in this there are many variables and each one will take you on a different vector. Your academics, extra-curricular activities, references, marks scored in mandatory exams. I would like to advise you that please approach an agency dealing with sending students abroad as these people know different nuances in the process. Best wishes.
