Telecommunications are an area of growth and being technology intensive provide sufficient job options for technical resources, hence the scope of telecom engineering is good. Pre-requisites to participating in a master's programme in Canada is a four year bachelor's degree with high academic standing equivalent to a minimum mid-B grade in Canada; at least two academic letters of reference; and other qualifications as specified, ie, TOEFL, GRE general and/or subject test. Master's programmes generally require two years to complete full time, and usually require a combination of course work and thesis.

Yes, it can be useful if you want to move or are already working in a telecom company. However, sources say this certification will be valid till 15 Aug 2015 and then expire. So you would be better off going for the CCNA collaboration certificate. But overall if you are from a reputed institute then you dont need to worry too much about certifications as a fresher for finding jobs.
