Yes, the range of 90-100 TOEFL score is generally considered a good score. Most universities accepts 90 TOEFL score for granting admission.

IELTS or TOEFL scores are not mandatory for applying Canadian student visa. However, most of the educational institutes ask for English proficiency test scores. No institute in Canada offers an admission letter without ensuring your English language proficiency.
In short, you will not need score of IELTS, Duolingo or any other english proficiency test for student visa but you need it for getting admission in any institute of Canada.
