If at all you don't take IELTS then you must be an extremely bright student and also the college or university must have flexible admission rules. At max, what a college can give you is a pathway or foundation program in English but for that again you have to meet the specific requirements for good academic grades, etc. You should check university websites and contact them for clarity.
