Yes, you have to give IELTS, i.e. International English Language Testing System. It is basically an English exam which comprise of 4 module, i.e. reading, writing, listening and speaking.
All module will be rated in 1-9 bands and to study in UK after class 12th, you need to score overall 6 band with no less than 5.5 in each module.

Of course, it's a great idea but it will be worth if you really have interest in fashion designing.

I wouldn't suggest you any of these because the living expenses in these countries is just of the league. In my opinion, go for Germany or New Zealand. Germany offers international students scholarships that result to very less fees or even no fees.
New Zealand is also offering many scholarships. The living expenses is quite low in these countries as compared to those countries which you have mentioned.

Scholarships are awarded on merit-basis. You can check the financial aid sections of the universities. There are other scholarship schemes too, available for students from India to study in UK, such as:
1. Charles Wallace India Trust Scholarships.
2. Scotland Saltire Scholarships.
3. Chevening Scholarships.
4. Commonwealth Scholarships.

All of these countries are the best for civil engineering. The best country is US because most of the top universities in the world are from US. (Like MIT, Harvard, Stanford, Yale, Priceton, and many more). Also, placement (incomes) are higher than other. So, I will suggest US.

I am a civil engineer and going to pursue my MS in civil engineering from Cornell University, USA this year. According to me, MS from the USA is better than UK.

It is the general misconception that MBA has no job opportunities. However, if you are doing MBA then it should be at the top B-schools, which offer good placement and packages.
Before doing MBA in London, please refer to the previous placements that B-School has offered to the graduates.

To pursue MS in US take the GRE and TOEFL.
To pursue MS in UK, take the IELTS or TOEFL. GRE is not required for UK universities.

Banks do not provide full loans, they offer 70% to 80%. Admission process differs with universities. There is not one criteria for selection, the admission decision depends on the overall application package of the applicant. Every university's selection criteria also differs. Take the GRE, if you wish to apply to universities in US, since your academics is not so high you must secure a very good GRE score - something above 315. Additionally, you must take IELTS or TOEFL and score well enough. Take help of an overseas education consultancy, if you need assistance in this regard.
