Yes, an Indian CS can get job in UK:
ICSI has entered into mou with ICSA UK which allows you to get the company secretary certificate in UK just by giving 3 papers out of the total 17. That means you are eligible for exemption of 14 papers if you are a company secretary in India.

If you are planning to work after your studies it might not work out since UK has very tough work rules for international graduates. Though the civil engineering sector is booming there is no place for international students. But since you asked top sectors are Civil and structural engineering, Construction and building services Engineering, Quantity surveying and building surveying, urban planning etc. Check the labour shortage list for precise information.

Yes, you can. Work experience is not required for every program. For MBA it is compulsory but you can check MS Management etc. Further, you have to check the admission requirements on the university website before applying.

You may check PG Diploma courses or Graduate certificate programs which are of 1 year. Certificate courses for 6 months or so are also available. However short term programs are not easy to find in Germany. Now the question 'which course' is something you must know. You have done your MBA so ask yourself why you need another course? Wasn't MBA enough? It is best you gain some work experience if you don't have any ,and have clarity over your career plans. If you have work experience it should be easy for you to find out which specific course or certification should be best. If you are fond of IT you can also consider a SAP H

Yes, you can pursue B.Ed. Any graduate can pursue a B.Ed and there is no gap or age limit.
