1) British Chevening ScholarshipThe Foreign & Commonwealth Ofice provide support for International Students through its British Chevening scholarship scheme.
2) Commonwealth Scholarship & Fellowship Plan
3) DfID (Deptt for International Development )
4) The Overseas Research Students Awards Scheme (ORSAS)
5) Fulbright Awards Programme
6) Institutional Scholarships
Apart from that govt scholarships are available

You have to go to UK and write the entrance exam. You may allowed too write for next academic year as you are too late. You need very high marks to qualify for entrance exam and without extra coaching it is not easy. Also are you aware of the procedures and the cost ? you see the following university websites for more details.

As per your query, it seems that you wish to pursue masters degree from universities abroad.
So regarding this please remember US is the best study destination to pursue MS degree, but the cost of education in US universities in very high as compared to universities in UK and Germany, plus getting a US VISA is very tough.

There are universities in India itself that offer you degrees in collaboration with foreign universities which are very low cost and economical. In these kind of degrees you need to do half the degree in India and half in the foreign university with which Indian university is having tie up. You can check sites of IIM, Lucknow; IBMR Business School, Bangalore; LPU, Phagwara.
