Hi, You can prepare in any language in which you feel comfortable. But if there is no problem in English then go for English medium. As it has to be admit that English medium students are first priority there. Books are : go through the ncert books first from class 6th to 12th as they are good for basic knowledge. Then go to higher level books.

This decision totally depends on your interest, as both are different fields and if you want to go in management field then go for MBA other wise UPSC is the best option for Civil Services.

Of course you can. UPSC CSE need only graduation if you are graduate from any college recognized from UGC and any subject you can apply for the exam.

Hi,
Start with reading NCERT books of class 6th to class 12th, as they are good for basic knowledge of the subjects then move to higher books and read the Hindu daily.

You can write on your words but the answer must reflect the right thing asked in question. Vocabulary must be strong. It is difficult to memorize everything hence you have to write the summary in your own word.
