You can take UPSC exam, because mininum eligibility is, Bachelor's degree from a recognized university, even if the degree is through distance.

If you hold a 3-year degree like BA/B.Sc/B.Com/BBA or B.Tech/B.Pharma in 10+2+3 /4 system from any recognised university, it makes no difference whether you earned it in regular mode or correspondence/distance learning mode. Only thing to be checked is - your university and its distance education programme should be recognised. For IAS/PCS or any government. Job or exam, both degrees are absolutely equal. For admission to Masters programme viz. MA/M.Sc/M.Com/MBA, both degrees are equal. For admission to 3-year LL.B. First of all clear your basics. Start from ncert books from 6th to 12th as they are good for basic knowledge of the student on the given topic of UPSC. Then go for coaching. Give more time to self study as it is more important than coaching.
