First of all, it's not easy to become an IAS officer. You need to crack UPSC which is very hard. Secondly, cyber security is not so easy. So, I would advice you to choose any one as your future. Now, IAS officer can't do other jobs while working as an IAS officer. Cyber security is a big concern nowadays and country like should focus on it. You have a good future in cyberspace but better to choose one option and focus on it.

The NEET examination is a medical entrance examination and UPSC is an examination for civil services for now, you should prefer NEET after 12th Science.

Good college for B.A. Is in Delhi university. I don't know about chahal academy. Do research about the faculty and success rate and then you'll know if it's good or not.

That's a good choice. Go for it. You can chose your engineering subject as an optional in UPSC. And would be good to chose this as a safe side.
