In India, management quota seats are reserved for candidates who didn't qualify for admission but are willing to pay two to four times the actual fee. The fees for management quota seats in veterinary colleges can range from 6 to 8 Lacs per annum. 
 
15% of seats in both private and government veterinary colleges are filled through management quota. For example, M.B. Veterinary College charges INR 6,00,000 per annum for management quota students.

It is difficult to say for sure whether you will get a seat for veterinary in any government college with a rank of 17000 in Andhra Pradesh EAMCET.

The cutoffs for veterinary seats vary from year to year and depend on a number of factors, such as the number of students who appeared for the exam, the difficulty level of the exam, and the number of seats available.

There are very low chances of getting government seat in agriculture or veterinary with 12k rank but if you have farmer quota you might have chances of getting government seat.

The latest cut off for B.V.Sc. and A.H. at College of Veterinary Science & Animal Husbandry is 720-137 marks for general category,136-107 for reserved category students like SC,ST,OBC. If you are able to get this number then you will be able to enter in the counselling procedure. Admission to this course is only possible by clearing the NEET exam Veterinary in 2023. If you want to ensure your admission then you have to try to get as high marks as possible.
