I am not sure about the foreign language courses in DU, but you can get certificate based foreign language course in various colleges of DU by getting admission in some other course.

I am also an engineer and this is misconception about the MBA - Finance and Engineering. Engineers are more likely to go higher than any non engineer in MBA Finance because we guys study it from beginning and have great basics skills developed after MBA in Finance whereas Non Engineers don't focus on basic. Secondly, It will be sure difficult as portion for study but not impossible. I have asked many Finance Corporate about this everyone said that they will prefer engineers because of Technical, analytical and Mathematical skills. So, I would recommend you to go for MBA Finance and if you want to trail then read 11th and 12th Accounts books of Commerce you will understand the difficulty level.

As per media reports, from 2018 onwards UGC NET will be conducted once a year.
It may be noted that candidates qualifying for Assistant Professor post will not be considered for award of JRF. Candidates appearing in NET should clearly specify in the application form whether they are applying for both JRF and eligibility for Assistant Professor or only for eligibility for Assistant Professor, informs the official website.
So as you have done M.Sc, you are eligible for NET exam.
If you are interested for going into higher studies and get a PhD degree and carry out research work or want to be an assistant professor in a college then you can surely apply for NET exam.
