If you want to learn any programming language then do not follow the syllabus and try to learn the complete language. As when you'll go for interviews in future, the interviewer won't ask you the questions which were covered in your syllabus.

You could say that. It is specialised course aimed towards the Civil Services aspirants. Its syllabus is also quite similar to the syllabus of PCS. But it is not limited to that. You can also pursue Masters after it.
