No, you will not get admission in Punjab University for CSE branch with 247637 CRL rank even if your SC rank is 13741. But you will get good colleges in your city as well as state. Best of luck for your future and if any query feel free to ask

English medium would be best from the perspective of the exam of M.Sc but many students also choose Hindi also but in future point of view I would suggest English medium would be the best.
