Hi, IIIT'S are indeed having better ranking than many state level engineering colleges. Due to this placements also are better. In view of this I would like to advise you that please go in for admission in IIIT at UNA. Best wishes to you.

If you don't belong to general category then you can get admission in few NITs and IIITs.
To know in which NITs or IIITs you are eligible to apply, use the college predictor tool:

It is not specified yet that when will the campus is shifting because the campus of IIIT Una is under construction and will be fully functional in some 3-4 years.

Hi,
There is no direct scholarship program run by the Indian institute of information technology. However, you can avail many scholarships later for engineering students run by central and state government. Hope you got your answer.

In all honesty, it depends on the pace of work done at your institute. There is a slight chance majority of your degree won't be completed at your own campus, but highly unlikely that you'll complete 4 years not being at your campus.

Again, it depends more at the pace of work and how fast the government gives out clearances to your institute. I have seen some work finished in a jiffy (I study at a government institute as well) and some which has been going on for years and is yet to finish.
